Mexico's leader praises vote on illegals / Some Republicans boycott his speech to state Assembly

Sacramento -- Mexican President Vicente Fox called the passage of a sweeping immigration reform bill in the U.S. Senate Thursday a "monumental step forward" in the immigration debate during an address to the California Legislature in which he acknowledged the need for economic growth in Mexico to stem the tide of illegal immigrants into the United States.
